Telecommunications Access Program (TAP)

Kansans with a combined hearing and vision loss can receive telecommunication tools and the training to use them. Who can benefit from advanced telecommunications access? Here are some examples: A college graduate who is deaf-blind and wants to use Monster.com to search for a job; A young girl with combined hearing and vision loss who wants to use SKYPE to connect via sign language with her grandmother; A man who has lost sight and hearing as a result of aging and wants to email and Facebook to reconnect with friends and family. Any individual who meets the definition of deaf-blindness in the HKNC Act and has an income that does not exceed 400% of the federal poverty level can qualify to receive advanced communications and information services equipment. ATK provides quality used devices through two efforts. The KEE Reuse Program (formerly known as KEE - Kansas Equipment Exchange) is a partnership between Kansas Health Policy Authority and ATK. Through KEE Reuse, eligible Kansans can get quality, refurbished durable medical equipment such as manual and power wheelchairs, patient lifts, electric and semi-electric hospital beds, shower chairs, communication devices and other health devices.ATK accepts donations of durable medical equipment for KEE Reuse but other assistive technology devices can be donated to the ATK Reuse program. ATK partners with local and regional loan closets across the state to help Kansans with disabilities access a wide range of equipment. Assistive Technology for Kansans is the Kansas statewide assistive technology program and has AT Access Sites located in Oakley, Wichita, Salina, Topeka, and Parsons, and an equipment reuse site in Garden City. The management offices of ATK are located in Parsons. Each of the five AT Access Sites have experienced staff who can assist Kansans to see and try a device, borrow a device, get a used device or help locate funding for a new or used device, or teach individuals or groups how to maintain and use technology.
